Thank you for your request. You asked for:
- What are the contractual performance KPI's for this contract?
- Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
- Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
- Start date & duration of framework/contract?
- Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
- Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?

Our response
1. As the Property Consultancy contract was a Dynamic Purchasing Solution (DPS), which consisted solely of a Qualification selection stage, all Key Performance Indicators were to be agreed at call-off with individual customers running mini-competitions under the DPS.
2. As the Property Consultancy contract was a DPS, this consisted solely of a Qualification selection stage. The Property Consultancy DPS was novated to the City of Cardiff Council on 1 July 2020. The list of successful and unsuccessful bidders up until this point have been included in Appendix 1. Welsh Government does not hold information beyond this date.
3. For the duration that the National Procurement Service managed the Property Consultancy DPS, between 1 August 2019 and 1 July 2020, there was a reported spend of £581,952, broken down as follows:

Welsh Government does not hold spend information beyond 1 July 2020.
4. The DPS commenced on 1 August 2019 with an initial period of validity of four years. Due to the nature of a DPS, where new entrants can join at any time, there is the option to extend this further, in two year periods, with no limit to the number of extensions until the agreement is no longer fit for purpose.
